Unauthenticated display stall via unbounded node tracking

Uncontrolled resource consumption in MOOS-IvP pMarineViewer through 24.8.1 allows remote attackers to stall the display via NODE_REPORT data. pMarineViewer indexes each distinct NAME value from incoming NODE_REPORT messages into persistent local vehicle histories without limiting the number of tracked identities. Any unauthenticated publisher able to post to the viewer's MOOSDB can exhaust its memory and halt operator visualization.
