Service degradation via unbounded community-state retention

Resource exhaustion in MOOS-IvP uFldShoreBroker 24.8.1 and earlier allows remote attackers to degrade service via crafted node pings. ShoreBroker::handleMailNodePing() treats every distinct community as a new node and appends its record and metadata to six parallel vectors without a limit. Any unauthenticated publisher able to deliver NODE_BROKER_PING messages can continuously consume memory and increase the work performed during each processing pass.
