Service interruption via unbounded node-identity ledger

Inefficient algorithmic complexity in MOOS-IvP uFldNodeComms through 24.8.1 allows remote attackers to interrupt node-report distribution. handleMailNodeReport accepts every attacker-chosen NAME as a new ledger entry, and distributeNodeReportInfo then walks the entire ledger for each new record. Any network source able to publish NODE_REPORT messages can cause all-pairs work, unbounded memory growth, and delays or loss of legitimate inter-vehicle reports.
