Service interruption via stale-length whitespace indexing

Out-of-bounds reads in MOOS-IvP 24.8.1 and earlier allow remote attackers to interrupt service via crafted NODE_REPORT messages. The isQuoted(), isBraced(), and isChevroned() functions strip surrounding whitespace but continue indexing with the original string length, reading beyond the trimmed buffer. No authentication or user interaction is required; the published assessment identifies only availability impact.
