Pre-authentication crash via unbounded packet allocation

Denial of service in themoos Core MOOS 10.4.0 and earlier allows remote attackers to crash MOOSDB with a crafted wire packet. CMOOSCommPkt::OnBytesWritten() passes the unauthenticated four-byte length field to InflateTo(), which uses it directly as a new[] allocation size without a bound. Allocation failure escapes the handshake as std::bad_alloc and terminates MOOSDB before a client name is accepted, interrupting the communications hub.
