Bus traffic redirection via unauthorized route commands

Missing authorization in themoos essential-moos pShare 10.0.1 and earlier allows remote attackers to redirect MOOS bus traffic. OnCommandMsg passes each fresh PSHARE_CMD value directly to the trusted configuration parser without checking publisher authority. Network access to a MOOSDB that accepts publisher messages is sufficient to stream selected variables elsewhere or open arbitrary UDP listeners.
