Authenticated admin access via inert role check

Missing authorization in CRMEB 6.0.0 and earlier allows remote authenticated users to access restricted admin endpoints. SystemRoleServices.php verifyAuth() returns true whether the requested route appears in the account's role permissions or not, so its final authorization decision never denies a request. Sub-administrator access or an account with no assigned roles is sufficient to read withdrawal data and system configuration and invoke other protected administrative functions.
