Cross-tenant provider key disclosure via missing organization check

Authorization bypass in Helicone allows remote authenticated users with organization-admin access to retrieve other tenants' provider keys. VaultManager.getDecryptedProviderKeyById() accepts a providerKeyId from GET /v1/vault/key/{providerKeyId} without matching the requester's organization to the key's organization. Admin or owner access in any organization is sufficient to disclose plaintext OpenAI, Anthropic, or Bedrock credentials from another tenant.
