Unauthenticated administrator creation via open bootstrap endpoint

Missing authentication in TSI DPDP CMS 0.5.0 and earlier allows remote attackers to create a Super Administrator account during setup. InterceptingFilter.java lets the bootstrap setup path bypass authentication, while AdminSetup creates the operator row from attacker-supplied credentials after only checking whether an administrator exists. The takeover is limited to fresh or database-reset deployments, but a successful request grants full application control.
