Administrator takeover via unguarded password reset URLs

Authentication bypass in Pixel & Tonic Craft CMS before 5.10.11 allows remote authenticated users to take over administrator accounts. UsersController::actionGetPasswordResetUrl checks administrateUsers but omits an admin-target guard, then returns a reset URL whose code actionSetPassword accepts without binding it to the caller's session. A non-admin control-panel user on Team or higher must hold editUsers and administrateUsers, reverify the user's own password, and can then replace an administrator password and assume control-panel access.
