Hard deletion via provisional-draft authorization bypass

Missing authorization in Craft CMS 5.0.0-RC1 through 5.10.10 allows remote authenticated users to hard-delete canonical entry data. ElementsController::actionDeleteForSite checks deletion rights against the requester's provisional draft, whose ownership test passes, then deletes the canonical element without a new authorization check. The attack requires five content-editing permissions but not deleteEntriesForSite, and it irrecoverably removes a site record or an entire single-site entry.
