Cross-user draft deletion via missing canDelete check

Authorization bypass in Pixel & Tonic Craft CMS 5.0.0-RC1 through 5.10.10 allows remote authenticated users to delete peer drafts. ElementsController::actionDuplicate() honors the deleteProvisionalDraft request flag and calls deleteElement() after duplication without a canDelete() authorization check. Access requires viewPeerEntryDrafts and createEntries, and exploitation deletes the victim's unsaved provisional draft while copying its in-progress content into the attacker's unpublished draft.
