Improper privilege management in Craft CMS before 5.10.11 allows remote attackers to gain administrator access through public registration. User::afterSave() unconditionally copies a retained admin flag when registration reuses a deactivated administrator's user record. Exploitation requires public registration and disabled email verification and grants full control-panel access.
