History configuration overwrite via Stapler data binding

Improper access control in Jenkins Job Configuration History Plugin 1367.vc8fa_b_15101dc and earlier lets attackers alter history settings. A DataBoundConstructor on the global JobConfigHistory configuration lets Stapler bind submitted form data to DataBoundSetter methods, including the history-directory setter. An attacker able to submit the affected forms can redirect recorded configuration history to an attacker-chosen directory and change which history is retained.
