Missing authorization in Jenkins 2.579 and earlier and LTS 2.568.2 and earlier allows remote authenticated users to read build parameters. The affected HTTP endpoint returns build parameter names and values without checking Item/Read permission on the requested job; its path is undisclosed. Reachability requires Item/Read on at least one job, but the exposed parameters belong to jobs the user otherwise cannot access.
