User object creation via nested XML deserialization

Deserialization in Jenkins 2.579 and earlier and LTS 2.568.2 and earlier allows remote authenticated users to create user objects via XML. Nested fields in submitted XML can resolve to the User type because Jenkins does not restrict that independently stored type to top-level deserialization. Overall/Read permission is required, and the resulting objects are not login-capable accounts but changelog-style author records.
