Execution-placement bypass via read-level instance-group check

Missing authorization in Red Hat Ansible Automation Platform automation-controller allows remote authenticated users to bypass job placement controls. The Bulk Job Launch API validates requested instance_groups with read permission instead of the use permission enforced by single-job launches. Exploitation requires job-template execute permission plus read-only access to a target instance group and grants unauthorized control of execution placement, not new template or credential access.
