Server crash via missing authority header validation

Denial of service in gRPC-Go xDS servers before 1.82.2 and 1.83.0 through 1.83.1 allows remote attackers to crash the server process. The HTTP/2 transport accepts an RPC with neither :authority nor Host, and RouteAndProcess indexes the resulting empty authority slice. The request must complete transport setup; insecure or ordinary TLS permits unauthenticated access, while strict mTLS or ALTS requires valid credentials.
