Cross-tenant command execution via missing VM authorization

Improper access control in OpenNebula before 7.4 allows remote authenticated users to execute commands on other users' virtual machines. The one.vm.exec function accepts a supplied virtual-machine identifier without verifying that the caller has access to that machine. A basic account needs only the identifier of another user's VM with qemu-agent enabled, after which arbitrary guest commands can read or alter data and interrupt services.
