Unauthenticated SSRF via unrestricted webhook destination

SSRF in Hyperledger FireFly 1.0 through 1.4.0 allows remote attackers to send server-originated requests via webhook subscription URLs. ValidateOptions passes the user-controlled url from TransportOptions into a Resty request without restricting its destination, and delivery later executes that request. No authentication or user interaction is required; the result is access to network destinations reachable from the FireFly server.
