Unauthenticated admin-policy bypass via incomplete IAM inspection

Improper privilege management in Pulumi Policies before 1.3.2 allows remote attackers to bypass administrator-policy guardrails. The administrator-policy guardrail validator incompletely inspects inline and attached IAM policy evidence, allowing crafted admin-equivalent policy paths to pass evaluation. No privileges or user interaction are required, and successful bypass permits administrator-equivalent policies to evade the intended control.
