Cross-tenant privilege escalation via unchecked tenantId

Improper access control in Diboot 3.8.0 allows remote authenticated users to cross tenant boundaries through its administrator API. The /admin/ Tenant Administrator Management API accepts a caller-supplied tenantId without verifying that the authenticated account is authorized for the referenced tenant. Low-privilege API access is required, after which requests can read, modify, or interrupt resources assigned to another tenant.
