Unauthenticated course-progress deletion via missing capability check

Missing authorization in Masteriyo LMS 2.2.0 and earlier allows remote attackers to delete any student's course-progress records. The CourseProgressItemsController delete_item_permissions_check callback accepts deletion requests without checking the caller's capabilities. No authentication is required; the bounded consequence is loss of stored course-progress data, with no reported access to other student records.
