Unauthenticated client registration via empty resolved secret

Improper authentication in Ash Project ash_authentication_oauth2_server before 0.3.1 allows remote attackers to register OAuth clients. AshAuthentication.Oauth2Server.resolve_secret/3 wraps nil, false, empty-string, and error results from configured secret providers as valid secrets, so POST /oauth/register accepts an absent bearer token. Exploitation requires initial-access-token gating plus a provider failure or empty result, and it creates an unauthorized OAuth client without broader reported impact.
