Constraint bypass via validation before case folding

Constraint bypass in Ash 1.29.0-rc0 through 3.32.1 allows attackers to store CiString values that violate declared validation rules. Ash.Type.CiString.apply_constraints/2 checks max_length, min_length, and match against submitted text before casing converts the value used for storage and comparison. Reachability requires a consuming application to pass attacker-controlled CiString input with casing and affected constraints, allowing invalid canonical data to persist.
