Unauthenticated SSRF via disabled private-address guard

Server-side request forgery in Jina AI Reader allows remote attackers to read internal resources through crafted URL requests. The assertNormalizedUrl method gates DNS-resolved private-range rejection on production NODE_ENV and GCLOUD_PROJECT values, so self-hosted instances fetch hostnames resolving to private addresses. Self-hosted deployments from commit 45d1682db02f0c50b680ad350855da4e38ab2122 through 1574bfd380d249c86c82db4dace0d9c8fe17e2b1 are affected without authentication or user interaction, exposing cloud metadata and reachable internal service content.
