Unauthenticated network registration via premature state transition

Improper authentication in Magma 1.9.0 allows remote attackers to register unauthenticated devices via crafted NGAP messages. The Registration Complete handler in tasks/amf/amf_fsm.cpp accepts a Registration Complete after InitialUEMessage and moves the UE to REGISTERED_CONNECTED without authentication or security-mode establishment. A 5G-enabled core reachable through its NGAP interface is exposed; successful requests establish an unauthorized registered state and can crash the MME, interrupting service.
