Restricted-command bypass via unmonitored execveat calls

Protection mechanism failure in Sudo Project sudo 1.9.17p2 and earlier allows local users to execute denied programs via execveat. In ptrace-based intercept mode, exec_ptrace.c always permits execveat instead of resolving the target descriptor and applying sudoers policy checks. A user already authorized for a limited command can invoke execveat directly or through fexecve to run unapproved programs without the expected subcommand log.
