Authenticated file read via unvalidated topology jar path

Arbitrary file read in Apache Storm Nimbus 3.0.0 allows remote authenticated users to read files available to the Nimbus daemon. The submitTopology and submitTopologyWithOpts RPCs open uploadedJarLocation as a server-side path without verifying that beginFileUpload created it inside the Nimbus inbox. Any authenticated principal with submission rights can copy daemon-readable files into a downloadable topology blob, including keytabs, TLS private keys, and stored ZooKeeper credentials.
