Local service interruption via insecure IPC object permissions

Denial of service in OpenVPN 2.0.0 through 2.6.22 and 2.7_alpha1 through 2.7.6 on Windows allows local users to interrupt VPN processes. The Windows code creates the --service exit event and netsh.exe guard semaphore with a NULL DACL, letting a local user signal or indefinitely hold them. Exposure is limited to setups that omit the interactive service or use the automatic service to start and stop OpenVPN; interference stops other users' processes.
