Cross-user query disclosure via unscoped history lookup

Information disclosure in StarRocks 4.0.13 and earlier allows remote authenticated users to read other users' cached query details. QueryDetailAction passes only event_time to QueryDetailQueue.getQueryDetailsAfterTime, selecting the unscoped overload instead of the caller-scoped overload. Exposure requires query-detail collection, and responses reveal SQL text, execution plans, and profiles, including credentials embedded in statements.
