Deployment license manipulation via missing route authorization

Missing authorization in Budibase Server before 3.41.3 allows remote authenticated users to alter or delete deployment license data. License routes in packages/worker/src/api/routes/global/license.ts use loggedInRoutes without auth.adminOnly, and neither the controller nor pro SDK adds a role check. Any BASIC user on a multi-user deployment can replace or remove license keys and offline tokens, disabling premium features for all users.
