Cross-app privilege escalation via unchecked builder assignments

Missing authorization in Budibase Server before 3.41.3 allows remote authenticated users to gain builder access to unrelated apps. The public user create and update controllers pass builder.apps through createUpdateResponse(), which checks global role changes but neither rejects nor authorizes target app IDs before the worker persists them. Exploitation requires an API key and builder rights for one app in the same tenant, after which the attacker can inspect or modify builder-only resources in other apps.
