Local crash via underflowing metadata quote stripping

Out-of-bounds read in GDAL 3.13.0dev-4 allows local users to crash a GDAL process via a crafted HDF-EOS swath file. SWSDfldsrch strips quotes from an empty FieldList value without checking its length, so strlen(name)-2 underflows and memmove attempts a vast out-of-bounds copy. The flaw is reached when a local user processes the file with the HDF4-EOS driver, terminating the invoked utility rather than the host.
