Authenticated server crash via dangling memory tracker

Use-after-free in MongoDB Server 8.3.0 through 8.3.8 allows remote authenticated users to crash the server via an exchange query. A nonzero exchange consumer can lazily create and stash an OperationMemoryUsageTracker whose cursor destruction leaves a dangling pointer for setWindowFields. Read privileges and winning the first-getMore race are required; later consumers write through freed heap memory, causing a process crash or memory corruption.
