Missing authorization in Concrete CMS before 9.5.3 allows remote authenticated users to reorder pages outside their permissions. The sitemap Explore controller's send_to_top and send_to_bottom tasks load the attacker-selected cNodeID and change its display order without checking move or arrange permission on that page. Sitemap access is required, and exploitation alters global navigation order without granting content-editing rights.
