Page-block reordering via missing CSRF validation

Cross-site request forgery in Concrete CMS before 9.5.3 allows remote attackers to reorder page blocks through a content editor's session. The arrange() action in Concrete\Controller\Backend\Page\ArrangeBlocks accepts any HTTP method and changes a draft without checking an anti-CSRF token. Exploitation requires a signed-in editor with page-edit permission to load an attacker-controlled page, while the default null SameSite cookie setting sends the session cookie with the forged request.
