Incorrect authorization in Grafana OSS and Enterprise allows remote authenticated users to move library panels into view-only folders. The library-panel update path accepts a destination folder without checking library-panel create permission there, through the library elements API or equivalent App Platform resource. The user needs edit permission on the source folder and view permission on the destination; the move neither discloses destination data nor changes its existing content.
