Administrator takeover via missing role boundary check

Privilege escalation in Flowintel 3.3.0 and earlier allows remote authenticated users to take over a full administrator account. The administrative user-edit API checks organization membership but fails to block an organization administrator from editing an account whose is_admin() state marks it as a full administrator. Organization-administrator access and a full administrator in the same organization are required; changing that account's password enables takeover of its higher privileges.
