Memory exhaustion via unbounded FLAC sample count

Denial of service in jahlives OpenSSL Encrypt 1.4.8 and earlier allows remote attackers to exhaust memory via a crafted FLAC file. In _decode_flac_samples, the 36-bit STREAMINFO total_samples value is passed to np.random.randint as an array dimension without a payload-derived upper bound, and later copies amplify the allocation. Triggering requires the decrypt --stego-extract path to process an attacker-supplied FLAC carrier; the resulting allocation can terminate the process or host under memory pressure.
