Cross-realm notification disclosure via unscoped read query

Information disclosure in OpenRemote before 1.28.0 allows remote authenticated users to read all tenants' sent notifications via the REST API. NotificationResourceImpl.getNotifications forwards empty criteria to NotificationService, whose read path skips the minimum-criteria guard and executes a query without a realm column or predicate. A read:admin token in one realm is sufficient, and the response exposes cross-tenant notification metadata and message JSON bodies without altering records.
