Cross-tenant rule modification via unauthorized filter lookup

Authorization bypass in Red Hat Satellite 6 allows remote authenticated users to read and modify cross-organization filter rules. The API loads the parent Content View Filter by a caller-supplied identifier without an authorization-aware scope, then exposes its rule operations. Content View permission in one organization and a filter identifier from another are sufficient; published views and repository contents remain unchanged.
