Unauthenticated process crash via malformed filename encoding

Denial of service in PillarJS multiparty 4.2.3 and earlier allows remote attackers to crash Node.js services via multipart uploads. The filename* parser passes malformed percent-encoded header data to decodeURI without exception handling, allowing URIError to escape. Any unauthenticated request path that parses multipart uploads with the library can terminate the hosting process and interrupt that service.
