Administrator access via unchecked multisite site signup

Privilege escalation in TML 7.0 through 7.1.15 allows remote attackers to gain administrator access to new sites. The multisite signup handler creates sites without checking the WordPress network registration setting and assigns the requester as administrator. A multisite deployment is required; subscriber access suffices, and some network configurations expose the signup path without authentication.
