Private group member disclosure via unchecked search authorization

Missing authorization in GitLab CE/EE allows remote authenticated users with project membership to enumerate private group members via group user search. The group user search path returns member identities without verifying that a project member is authorized to view the private group's membership. Project membership is required; affected deployments run 15.1 through 18.9.6, 18.10 through 18.10.5, or 18.11 through 18.11.2, and exposure is limited to private-group identities.
