Forced package download via tokenless GET request

Cross-site request forgery in Concrete CMS 5.0 through 9.5.0 allows remote attackers to force a marketplace package download. The download() method handles a state-changing GET request without validating a CSRF token, then fetches the selected remote package into DIR_PACKAGES. Exploitation requires an authenticated administrator with canInstallPackages() to visit attacker-controlled content while the site is connected to the marketplace; the demonstrated consequence is package download, not package installation or code execution.
