Unauthenticated configuration disclosure and modification via HTTP

Missing authentication in the runtime web service in Vesoft NebulaGraph 3.8.0 and earlier allows remote attackers to read and modify flags. WebService.cpp binds the daemon HTTP listener to all interfaces and registers GET and PUT /flags without an authentication check; SetFlagsHandler.cpp parses each supplied JSON entry and passes it to gflags::SetCommandLineOption. Network reachability to a daemon web-service port is sufficient to expose paths and security settings or change transport security, logging, login-lockout, and other runtime behavior without a restart.
