Local memory exhaustion via misleading netlink errors

Resource exhaustion in Linux kernel 4.0 and affected later revisions allows local users to exhaust memory via repeated L2TP object creation. The create and modify handlers commit live tunnels or sessions, then return a best-effort multicast notification error, prompting callers to retry operations that already succeeded. A non-root local user can reach the handlers through user and network namespaces; repeated retries accumulate hidden sessions until the host runs out of memory and can panic.
