Unauthorized cad_pid modification from child namespaces

Access control failure in Linux 6.17 allows local users to modify the global cad_pid sysctl from child user and PID namespaces. pid_table_root_permissions applies child-namespace ownership to a global setting that kill_cad_pid uses only in the root namespace. The user must be able to create both namespaces; the write changes which process is signaled on reboot, notably by Ctrl-Alt-Delete.
