Incorrect transport metadata via VLAN header misparse

Incorrect header parsing in affected Linux kernel versions allows local users to leave transport metadata unset via VLAN-tagged raw packets. packet_parse_headers() advances network_header before probing the transport header, causing __skb_flow_dissect() to treat inner-protocol bytes as another VLAN header and retain the sentinel transport_header value. Triggering the path requires CAP_NET_RAW and a locally sent AF_PACKET frame; no downstream confidentiality, integrity, or availability consequence is published.
